Of course, the Power Libraries Program would be more meaningful if school districts in Colorado were required to hire certified librarians, but they haven't been required to do so for years. Hi Jude,
Minnesota has not had "The Rule" for years as well and before that it was routinely ignored. I am not a big fan of mandates of any sort anyway <http://dougjohnson.squarespace.com/dougwri/the-m-word.html>. It seems to me good advocacy materials are critical not hypocritical under such conditions.
